I. PurposeIn anticipation of the release of the HUD 2022 CoC NOFO Competition, the Commission on Homelessness and Housing for Volusia & Flagler Counties (COHH) is announcing it is reopening the Letter of Intent process for 2022. This will allow agencies who have not previously submitted a Letter of Intent a chance to become eligible for the competition. All organizations interested in applying for funds administrated by or through the COHH must first successfully complete the Letter of Intent process to be invited to submit program proposals. This process is designed so that each potential applicant can provide evidence of their general organizational viability, good financial standing, and eligibility for future funding.

FL504 Volusia-Flagler Continuum of Care 2022 HUD Supplemental NOFO Addressing Unsheltered and Rural Homelessness Local Funding Application Only Agencies/Entities that have SUCCESSFULLY completed the Letter of Intent (LOI) for the 2022 COHH/ CoC funding opportunities are eligible to apply. If you did NOT submit an LOI or submitted an LOI which was NOT accepted by the COHH Applications Committee during the two open periods (January 12 though January 18, 2022 or June 23 through July 8, 2022) and you submit an application though this NOFO, it will NOT be scored.
HUD has released the 2022 HUD Supplemental NOFO Addressing Unsheltered and Rural Homelessness. (Referred to Supplemental NOFO in this document hereafter). The following application and instructions apply to NEW applications that will address Unsheltered Homelessness in the FL-504 CoC. Note: The Fl-504 does not qualify for the Rural funding included in this NOFO. HUD’s Supplemental NOFO can be accessed at the HUD Exchange or on the CoC’s websites under funding opportunities at VFCCH.org and/or vfcontinuum.org. A. HUD has allocated $2,341,222 for the FL-504 CoC over a three year grant term.: this translates into $780.407 per year that can be applied for under this Special Supplemental NOFO therefore budget your applications accordingly. B. Under this Special NOFO, HUD will fund projects in these components: 1. Permanent Housing; 2. Supportive Services Only; and 3. HMIS. The 2022 HUD Supplemental NOFO Addressing Unsheltered and Rural Homelessness Local Application must be completed in Communityforce and the associated HUD Esnaps application must be completed and submitted in the HUD Esnaps portal by 12:00pm, on August 30, 2022. There will be NO exceptions for late submissions.

The County of Volusia, FL receives funds from the U.S. Department of Housing and Urban Development to implement activities eligible under the Emergency Solutions Grant (ESG). The County of Volusia, with concurrence from the Volusia/Flagler County Coalition for the Homeless has identified chronically homeless, unaccompanied homeless youth, homeless families with children and homeless veterans as a priority. The amount of ESG funds available for implementation of an eligible rapid re-housing program through this application is $72,917. Of this amount, $5,469 may be used for administrative costs.
